The Federal Water Pollution Control Act and Clean Water Act which includes private industrial, municipal, and construction industries is subject to clean water discharge standards (40 CFR 122.2 and National Pollutant Discharge Elimination System). Permits for discharges have been passed down from the federal level to most U.S. States. Many industries are subject to municipal discharges to the watershed through the public stormwater discharge permit called Municipal Separate Storm Sewer Systems (MS4). Those commercial and industrial sites must adhere to "Best Management Practices," or now referred to as Control Measures.
